【工作检查】7月14日，岐山县教体局党委书记、局长苏旭阳深入岐山高中，实地督导检查学校暑期餐厅改造项目，详细察看工程推进情况，并对全县教体系统暑期校园改造提升工作提出明确要求。

在岐山高中餐厅改造施工现场，苏旭阳一行实地查看场地布局优化、设施升级、墙面地面翻新、通风排水、功能分区改造等重点施工环节，仔细查阅工程施工方案、安全台账和进度计划表，详细听取学校负责人、施工单位及监理单位关于项目设计、施工进度、质量管控、安全防护等工作汇报，细致询问改造过程中的重点难点问题、工期安排及材料标准，全面掌握项目建设全貌。

检查中，苏旭阳对岐山高中暑期餐厅改造项目有序推进、施工规范可控、安全措施到位等阶段性成效给予肯定。他强调，学校餐厅是守护师生身体健康的关键民生阵地，校园餐厅提质改造是优化办学条件、回应师生家长期盼、提升教育服务保障能力的重点民生工程，直接关系师生切身利益和校园和谐稳定。各相关单位要高度重视、压实责任，高标准、高质量、高效率推进项目建设。

针对全县教体系统暑期校园改造提升工作，苏旭阳提出明确要求：

一是严守质量底线，打造精品工程。要严把材料进场、施工工艺、验收核查等各个关口，严格按照设计标准和施工规范作业，细化施工细节，精益求精打磨工程品质，杜绝敷衍施工、粗放建设，切实把民生工程做成放心工程、精品工程，全面提升餐厅规范化、标准化建设水平。

二是筑牢安全防线，守牢施工底线。暑期高温施工、校园空置施工存在多重安全风险，施工单位要严格落实安全生产主体责任，规范施工现场管理，做好围挡防护、用电用火、建材堆放等安全管控，常态化排查整改安全隐患，同时落实高温防暑、防汛防雷措施，坚决杜绝安全事故发生。学校要履行监管主体责任，全程跟进监督；监理单位要履职尽责、严格旁站监理，全方位守住安全底线。

三是紧盯时间节点，保障项目如期投用。要对照秋季开学时间，科学优化施工计划，细化每日施工任务，倒排工期，在保质量、保安全的前提下提速增效，全力抢抓施工黄金期，确保项目按期竣工、顺利验收、如期投用，为新学期师生提供安全、整洁、舒适、规范的就餐环境。

四是坚持统筹兼顾，全面提质增效。全县各学校要以暑期改造提升为契机，立足校园实际和办学需求，统筹推进校舍维修、设施更新、环境整治、功能升级等各类暑期工程项目，杜绝重复施工、资源浪费，持续完善校园硬件设施、优化育人环境，不断夯实全县教育高质量发展硬件基础。

On July 14, Su Xuyang, Party Secretary and Director of Qishan Bureau of Education and Sports, paid an on-site inspection visit to Qishan Senior High School to supervise the summer renovation project of the school cafeteria. He closely followed the progress of construction and put forward clear requirements for the summer campus renovation and upgrading work across the county’s education and sports system.

At the construction site of the cafeteria renovation project at Qishan Senior High School, Su and his entourage inspected key construction segments including optimized site layout, upgraded supporting facilities, wall and floor refurbishment, ventilation and drainage systems, and functional zoning reconstruction. They carefully reviewed construction blueprints, safety ledgers and progress schedules, and listened to detailed briefings delivered by school administrators, the construction contractor and the supervision unit regarding project design, construction progress, quality control and safety protection protocols. They also made in-depth inquiries about major bottlenecks encountered during renovation, construction schedules and material specifications, gaining a holistic grasp of the entire project.

During the inspection, Su commended the phased achievements of the cafeteria renovation project at Qishan Senior High School, citing its orderly advancement, standardized construction procedures and robust safety precautions. He stressed that school cafeterias constitute a vital public service frontline safeguarding teachers and students’ physical health. As a key livelihood initiative designed to upgrade school-running conditions, address expectations of teachers, students and parents, and strengthen educational service support capacity, cafeteria renovation bears direct bearing on the vital interests of school staff and students as well as campus harmony and stability. All relevant entities must raise their awareness of accountability, consolidate work responsibilities, and press ahead with the project at high standards, high quality and high efficiency.

Su set forth explicit requirements concerning the county-wide summer campus renovation and upgrading drive for the education and sports system:

First, uphold rigorous quality standards to deliver premium projects. Stringent checks must be enforced at every stage including material admission, construction workmanship and acceptance inspection. Construction shall be carried out in full compliance with design criteria and operational codes, with meticulous attention to construction details to pursue superior engineering quality. Perfunctory and slipshod construction must be eliminated, so that this livelihood project can be built into a trustworthy, high-quality undertaking and the standardized development level of school cafeterias can be elevated in an all-round manner.

Second, reinforce safety safeguards to forestall construction hazards. Summer construction under high temperatures and vacant campus operations entail multiple safety risks. Construction contractors shall fully implement the primary accountability for workplace safety, standardize on-site management, tighten safety oversight over enclosure barriers, electricity and fire usage, and building material stockpiling, and conduct regular inspections to rectify potential hazards. Meanwhile, heatstroke prevention, flood control and lightning protection measures shall be fully implemented to preempt safety incidents entirely. Schools shall fulfill their supervisory responsibilities by conducting whole-process follow-up oversight; supervision units shall faithfully perform their duties through rigorous on-site supervision to safeguard the safety threshold across all fronts.

Third, stick to scheduled milestones to ensure timely project delivery for operation. In light of the autumn semester opening date, construction plans shall be scientifically refined with daily work tasks itemized and construction schedules reversed. Construction efficiency shall be boosted while quality and safety are guaranteed, and the prime summer construction window fully seized to ensure timely completion, smooth acceptance and official operation of the project, so as to furnish teachers and students with a safe, tidy, comfortable and standardized dining environment for the new semester.

Fourth, pursue coordinated planning to achieve comprehensive quality and efficiency gains. All schools across the county shall take the summer renovation campaign as an opportunity to advance various summer projects including building maintenance, facility renewal, environmental renovation and functional upgrading in a coordinated manner, tailored to their respective campus realities and educational demands. Duplicate construction and resource waste shall be avoided, campus hardware facilities consistently improved and educational environments optimized, thus solidifying the hardware foundation for high-quality development of education in Qishan County.
