会议强调，义务教育招生和教辅征订工作事关群众切身利益，是社会高度关注、群众极为关心的民生工程。各学校要切实提高政治站位，充分认识两项工作的严肃性、重要性和紧迫性。一要提高政治站位，压紧压实主体责任。要将工作任务细化到岗、责任落实到人、流程管控到点，确保义务教育招生和教辅征订工作落地落实、不出偏差。二要聚焦关键环节，精准精细抓实工作。要结合学校实际、学区范围、生源情况，进一步细化完善本校招生工作实施方案和风险应急预案。要精准吃透教辅征订选用标准、遴选流程、公示要求、备案规定，确保教辅选定各环节零差错落实。三要做实宣传服务，稳妥防范舆情风险。各校要设立专门的招生咨询点，畅通咨询电话，安排政策熟、业务精、态度好的同志负责答疑解惑。四要严守纪律红线，从严强化监督问责。要严格遵守招生入学、教辅征订等各项纪律规定，刚性执行教育部普通中小学招生“十项严禁”、陕西省教辅征订“十严禁”等硬性要求，做到令行禁止、绝不越线。

The conference underscored that compulsory‑education student enrollment and teaching‑assistant material subscription bear on the vital interests of the public and constitute livelihood projects that attract extensive social attention and great public concern. All schools shall raise their political awareness and fully recognize the gravity, significance and urgency of the two undertakings. First, raise political awareness and consolidate primary‑level responsibilities. Work tasks shall be broken down to specific posts, responsibilities assigned to individual persons, and procedures strictly managed down to every detail, so as to ensure that compulsory‑education enrollment and teaching‑assistant material subscription are delivered faithfully without deviation. Second, focus on key links and pursue work with precision and meticulousness. Schools shall further refine their institutional enrollment implementation plans and risk emergency response plans in light of their own realities, school‑attendance zones and student‑source conditions. They shall gain a thorough, accurate grasp of criteria for selecting teaching‑assistant materials, selection procedures, public notification requirements and filing provisions, to guarantee error‑free implementation across all links of teaching‑assistant material selection. Third, enhance publicity and services to prudently forestall public‑opinion risks. Each school shall set up dedicated enrollment consultation counters, keep consultation hotlines accessible, and assign well‑informed, proficient and courteous staff to respond to public inquiries. Fourth, uphold disciplinary boundaries and strengthen supervision and accountability stringently. Disciplinary provisions governing student enrollment and teaching‑assistant material subscription shall be strictly observed. The mandatory requirements such as the Ministry of Education’s Ten Strict Prohibitions for primary‑secondary school enrollment and Shaanxi Province’s Ten Strict Prohibitions for teaching‑assistant material subscription shall be enforced rigidly to ensure compliance and zero violations.
