The view of political performance refers to leading officials’ overall understanding of for whom to pursue performance, what kind of performance to pursue, and how to pursue performance. It serves as the steering wheel, master switch and guiding baton for officials in exercising governance and carrying out their work and undertakings. Since the 18th CPC National Congress, the CPC Central Committee has attached great importance to the issue of fostering a correct view of political performance. General Secretary Xi Jinping has made a series of important statements on establishing and practicing a correct view of political performance. Its fundamental purpose is to deliver benefits to the people; its value orientation is to exercise governance for the public good and in the interests of the people; and its fundamental approach is to take concrete actions and make decisions in a scientific manner. This is also the general requirement for the Party-wide education campaign on establishing and practicing a correct view of political performance. As a bridge and bond linking the Party closely with the vast number of returned overseas Chinese, their relatives and overseas Chinese, the Guangdong Provincial Federation of Returned Overseas Chinese must deeply grasp the strategic intent of the General Secretary and the Party Central Committee. In the opening year of the 15th Five-Year Plan period, guided by a correct view of political performance, we must effectively align our thinking and actions with the decisions and plans of the Party Central Committee and the work requirements of the Guangdong Provincial Party Committee. With a high sense of political responsibility and a strong sense of mission, we must strengthen our responsibility and commitment to take the lead, set an example, and shoulder heavy responsibilities, ensuring that FROC work on the new journey improves in quality and efficiency.
I. Forging Loyalty with a "Higher Political Standing" and Keep to the Political Orientation of a Correct View of Political Performance
General Secretary Xi Jinping has stressed that Party officials must consciously strengthen their political commitment, keep firmly in mind matters of fundamental importance to the country, and stay focused on what the CPC Central Committee cares about and emphasizes.As a people's organization under the leadership of the Party, the Federation of Returned Overseas Chinese must first and foremost uphold its political commitment. A higher political standing requires us to arm our minds with the Party's latest theoretical achievements and continuously improve our political judgment, political understanding, and political execution. We must always stand firm on major issues of principle and take a clear-cut position on matters concerning right and wrong. We must loyally support the "Two Establishments" and practice the "Two Upholds," always maintaining a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at its core in ideology, politics, and action, ensuring that the work of the federation always advances along the correct political direction.During his tenure in local leadership positions, General Secretary Xi Jinping always planned local development from the perspective of the overall national interest and served the broader national agenda through local initiatives, demonstrating lofty political vision and strategic foresight. In Fujian, based on the provincial conditions often summarized as "80 percent mountains, 10 percent water and 10 percent farmland, " he proposed making full use of both mountain and marine resources and promoted coordinated development between mountainous and coastal areas. In Shanghai, he focused on the governance of a mega-city, explored new models of refined urban governance, and served the national strategy for integrated development of the Yangtze River Delta. These practices teach us that political performance should not be viewed from a partial or short-term perspective, but rather from an overall and long-term perspective. Therefore, we must always keep in mind the two overarching situations—namely, the great rejuvenation of the Chinese nation and the profound changes unseen in a century across the world, and focus on matters of fundamental importance to the country. We must position, plan and advance the work of overseas Chinese federations within the framework of national development strategies and the overall work of Guangdong Province. We must reinforce the principle that the entire provincial federation system works as one integrated whole and avoid departmental isolation and working in isolation. We should focus on the bigger picture, overall interests and long-term benefits, rather than narrow, departmental or short-term interests. We must have a clear understanding of the dialectical relationship between the part and the whole, and strive to win glory for local work and add luster to the overall cause. Officials of the Guangdong Provincial Federation of Returned Overseas Chinese should closely align their work with the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the development of major platforms such as Hengqin, Qianhai and Nansha. We should serve the Party's and the country's central tasks, including promoting high-quality development, fostering new quality productive forces and advancing high-standard opening up. We should identify the right entry points and priorities, unite and guide returned overseas Chinese, their family members and overseas Chinese communities to actively integrate themselves into the overall development agenda, and strive to contribute the strength of the overseas Chinese community. With the vision that "success does not have to rest with me, but I must contribute to its achievement," we will create performance that can stand the test of history, practice and the people.
II. Staying True to Our Original Aspiration with "Deeper Affection" and Anchoring the Value Goals and Orientation of the Correct View of Political Performance
General Secretary Xi Jinping has stressed that delivering benefits to the people should be regarded as the most important political achievement, and that officials must strengthen their sense of being public servants and deepen their commitment to serving the people. During his years of working in local leadership positions, General Secretary Xi Jinping always placed the people above all else. It was in Ningde, Fujian Province, that the practice of "going to the grassroots" in four aspects —conducting publicity, investigations and research, handling public petitions on site, and promoting office work at the grassroots level—was first established. He took the lead in going to the grassroots, reaching out to the people, listening to their voices, understanding their concerns, and helping resolve their pressing difficulties. His footprints spread across eastern Fujian, where he measured public sentiment with his own footsteps and won people's hearts with genuine care and compassion. In Zhejiang, he remained deeply committed to agriculture, rural areas and farmers, advanced the "Green Rural Revival Program", improved rural living environments, and enabled millions of farmers to enjoy a better life. We should cultivate genuine affection, respect and care for overseas Chinese, and should treat them as members of our own family and regard their concerns as our own responsibilities, and, should always stand together with them in both thought and action, earning trust with sincerity and warming hearts with genuine care. Over the years, from protecting the lawful rights and interests of overseas Chinese through petition services to overseas evacuation operations, from rural revitalization to science and education, and from cultural exchanges to employment assistance, the Guangdong Provincial Federation of Returned Overseas Chinese has undertaken numerous practical initiatives in serving overseas Chinese and safeguarding their legitimate rights and interests. In doing so, it has truly embodied the principle of keeping overseas Chinese in mind, caring for them in every aspect of its work, and putting their interests first.Officials of the Guangdong Provincial Federation of Returned Overseas Chinese should further strengthen their commitment to serving overseas Chinese, and carry forward General Secretary Xi Jinping's fine tradition of "going to the grassroots in four aspects" and conduct extensive outreach visits throughout the overseas Chinese community. We should visit hometowns of overseas Chinese, overseas Chinese enterprises and community organizations, and engage in face-to-face exchanges with returned overseas Chinese, their family members and overseas Chinese communities, and should listen carefully to their views, understand their needs, and gain a full picture of the difficulties they face, and develop a thorough understanding of the expectations, concerns and aspirations of the overseas Chinese community. Whenever overseas Chinese express their concerns, we should respond; whenever they have needs, we should take action. We must resolutely prevent any detachment from the overseas Chinese community or disregard for their legitimate concerns. A correct view of political performance should be reflected in wholehearted, dedicated and effective efforts to address the practical needs of overseas Chinese. We should enable overseas Chinese in Guangdong to enjoy a stronger sense of belonging, happiness and fulfillment. By delivering tangible benefits to the people, we should earn the trust and support of the overseas Chinese community and fully demonstrate that officials of the Federation are a main force in serving overseas Chinese, trusted friends of the community, and dedicated doers.
III. Shouldering Responsibilities with "More Pragmatic Measures" and Consolidating the Practical Foundation of the Correct View of Political Performance
General Secretary Xi Jinping has stressed that ensuring effective implementation should be the primary approach to carrying out work. Officials should think proactively, seek practical solutions, and adopt concrete and effective measures. During his years in local leadership, General Secretary Xi Jinping consistently adhered to the principle of proceeding from reality and acting in accordance with objective laws, opposing pretentiousness and superficial formalities. While working in Zhengding, instead of pursuing the nominal title of a "high grain-yield county," he focused on the county's semi-suburban geographical advantages, adjusted its agricultural structure, and increased farmers' incomes. In Ningde, confronted with poverty and underdevelopment, he avoided seeking quick success and put forward the concepts of "constant dripping wears away a stone" and "a weak bird takes flight early." He conducted extensive field research across the nine counties of Ningde, formulated poverty alleviation strategies based on local realities, and led eastern Fujian onto the path out of poverty. This work style—understanding the real situation, adopting practical measures, and pursuing tangible results—provides a vivid example of how to practice a correct view of political performance.Guangdong enjoys unique overseas Chinese resources. The province is home to more than ten million returned overseas Chinese and their family members, while overseas Chinese originating from Guangdong are found across the globe. To practice a correct view of political performance, we must uphold the principle of seeking truth from facts. We must go deep into the grassroots and the overseas Chinese community, obtain an accurate understanding of the overall situation of overseas Chinese affairs, identify their needs, and pinpoint weaknesses in the Federation's work. We must avoid adopting a one-size-fits-all approach or engaging in superficial formalities. We should formulate policy measures based on the actual conditions of the Guangdong Provincial Federation of Returned Overseas Chinese, ensuring that they meet the expectations of overseas Chinese and conform to the laws of development. Every initiative should be practical, effective, and capable of delivering tangible results. Practical and effective measures should be adopted in planning the work of the Federation throughout Guangdong Province. Practical measures should also be taken to advance the implementation of key tasks. Practical initiatives should be introduced to fulfill the Federation's primary responsibilities and to better engage and serve the new generation of overseas Chinese. Practical efforts should likewise be devoted to strengthening the Federation itself and cultivating a team of capable and responsible officials. We should make solid efforts to carry out such flagship "Overseas Chinese Innovation and Entrepreneurship in Guangdong" programs as research visits to one hundred overseas Chinese enterprises, the Overseas Chinese Innovation and Entrepreneurship Competition, the Initiative of Overseas Chinese Assisting Thousands of Enterprises and Products Go Global, and the South China Tour for Overseas Chinese Entrepreneurs; strengthen service platforms for innovation and entrepreneurship such as the Guangdong Overseas Chinese Innovation Alliance and the Guangdong Overseas Chinese Innovation Base; thereby giving full play to the strengths of overseas Chinese in high-quality development. We should successfully organize such flagship "Heartfelt Ties to Guangdong" programs as the Mid-Autumn Banquet for Overseas Chinese, Exchange Visits for Young People of Chinese Descent, and Overseas Friendship and Training Programs, thereby giving full play to the strengths of overseas Chinese in promoting friendship and exchanges between China and the rest of the world. We should organize such flagship "Charming Guangdong" programs as the Chinese Roots Summer Camp for Young People of Chinese Descent, the Chinese Cultural Arts Festival, and the Overseas Chinese Basketball Tournament ("Qiao BA"); carry out the "Guangdong Culture Goes Global" initiative; promote overseas Chinese culture and tell the stories of overseas Chinese; and give full play to the strengths of overseas Chinese in promoting Chinese culture and telling China's stories well by building bridges through overseas Chinese communities. We should further strengthen the "Overseas Chinese Care for Guangdong" brand program; make every effort to address the most pressing concerns of overseas Chinese regarding employment and entrepreneurship, children's education, elderly care and medical services; improve service platforms such as "Homes for Overseas Chinese"; establish a sound diversified dispute resolution mechanism for overseas Chinese affairs; give full play to the role of the Guangdong Overseas Chinese Volunteer Service Team; build a network of foreign-related legal services; and thereby give full play to the strengths of overseas Chinese in safeguarding their lawful rights and interests in accordance with the law and improving the convenience and precision of services for overseas Chinese. Officials of the Guangdong Provincial Federation of Returned Overseas Chinese should embrace the responsibility of keeping in mind the two overarching situations, strengthen research on new developments and emerging circumstances, adopt innovative approaches and improve working methods, make better use of artificial intelligence, big data and other advanced technologies to overcome bottlenecks and difficulties in overseas Chinese affairs, continuously break new ground in the development of the Guangdong Provincial Federation of Returned Overseas Chinese, and achieve even greater accomplishments in political performance.
IV. Holding the Bottom Line with "Stricter Discipline" and Building a Clean Defense Line for a Correct View of Political Performance
General Secretary Xi Jinping has stressed that exercising strict self-discipline means maintaining a keen sense of self-restraint, conducting oneself with prudence even when alone or in trivial matters, engaging in constant self-reflection, observing Party discipline and state laws, and maintaining integrity in the exercise of public office. During his years in local leadership positions, General Secretary Xi Jinping consistently placed Party discipline and rules before all else, exercised power fairly, in accordance with the law and with integrity, never sought personal gain or allowed personal relationships to interfere with official duties, and set an exemplary standard for the whole Party. While working in Fujian, he emphasized that "the way to serve as an official lies in three essentials: integrity, prudence and diligence," urging Party members and officials to remain honest and self-disciplined and to uphold the bottom line of integrity. Such political integrity and probity constitute a strong safeguard for practicing a correct view of political performance.Officials of the Guangdong Provincial Federation of Returned Overseas Chinese should remain constantly mindful of Party discipline and rules, study the Party Constitution, Party regulations and Party disciplinary rules in depth, conscientiously implement the spirit of the Central Committee's Eight-Point Decision and its implementing rules, resolutely oppose all forms of misconduct and corruption, and always exercise caution in thought, speech and conduct. In matters such as project arrangements for overseas Chinese affairs, property leasing, the use of funds, and the nomination of members of the Federation, officials must strictly act in accordance with institutional procedures and established rules. In selecting outstanding individuals, providing assistance, recommending candidates for participation in the deliberation and administration of state affairs, and inviting participants to overseas Chinese activities, officials should take actual contributions and legitimate needs as the sole criteria, and resolutely prevent favoritism toward relatives and associates, abuse of power for personal gain, and the solicitation or acceptance of improper benefits. In overseas friendship activities, official receptions and similar occasions, officials must uphold the bottom line of integrity, clearly distinguish between public and private interests, put the public interest above personal considerations, and establish a sound image of the Federation through upright and honest conduct. In both work and daily life, officials should constantly exercise self-respect, self-examination, self-discipline and self-motivation; conduct themselves with prudence when alone, at the outset of matters, in trivial details and in choosing friends; uphold the bottom line in every minor matter and maintain personal integrity in every detail; remain honest in character, clean in conduct and incorruptible in public office; and, through stricter discipline, build a strong safeguard for a correct view of political performance while fostering a sound political ecosystem characterized by integrity, uprightness and dedication throughout the Guangdong Provincial Federation of Returned Overseas Chinese.
V. Promoting Solid Work with "Better Work Style" and Highlighting the Pragmatic Undertone of a Correct View of Political Performance
During his years in local leadership positions, General Secretary Xi Jinping consistently opposed formalism and bureaucracy, while advocating a work style characterized by seeking truth and being pragmatic, and by taking concrete actions and working diligently. While working in Fujian, he put forward the principle of "act immediately and work diligently." In Zhejiang, he advocated the Zhejiang Spirit of "seeking truth and being pragmatic, acting with integrity and promoting harmony, and pursuing development through opening up." These vivid practices demonstrate the clear principle that practical work is the cornerstone, while sound work style provides the foundation. Officials of the Guangdong Provincial Federation of Returned Overseas Chinese must cultivate excellence in four aspects of work style, thereby building a solid foundation for dedication and entrepreneurship throughout the provincial federation system.We should cultivate a work style that is both practical and efficient. Practicality and efficiency provide the essential foundation for the Federation's work. With regard to the decisions and plans of the CPC Central Committee, the important tasks assigned by the Guangdong Provincial Committee of the CPC and the All-China Federation of Returned Overseas Chinese, the urgent concerns of overseas Chinese, and unexpected developments in overseas Chinese affairs, we must respond immediately and ensure effective implementation. We should further improve the coordination mechanism between provincial and municipal federations of returned overseas Chinese, streamline unnecessary procedures, explore and improve follow-up and supervision mechanisms, continuously enhance efficiency throughout the provincial federation system, and demonstrate renewed dynamism and greater efficiency in fulfilling our responsibilities.We should cultivate a work style that values investigation, research and the pursuit of truth. Given Guangdong's abundant overseas Chinese resources and the demanding tasks in overseas Chinese affairs, we must make investigation and research a regular and sustained practice. We should conduct comprehensive investigations into the conditions and public opinion of overseas Chinese communities, systematically identify their concerns, integrate resources from various sectors, broaden channels for collecting information on overseas Chinese affairs, focus on both the concerns of overseas Chinese and the needs of the country, deepen research and analysis of overseas Chinese affairs, and effectively enhance the relevance and effectiveness of policy recommendations and targeted services for overseas Chinese. In establishing rules and regulations, we must insist on conducting research first, draw on scientific experience, and prevent situations where policies are disconnected from reality or where upper and lower levels are out of sync. We should use pragmatic research to empower standardized management and safeguard the high-quality development of the FROC cause.We should cultivate a work style characterized by diligence, thrift, and economy. Officials of the Guangdong Provincial Federation of Returned Overseas Chinese should firmly foster an awareness of diligence and thrift, strictly observe all regulations on the management of public funds, attend to routine work with meticulous care, exercise strict self-discipline, and fully incorporate discipline, thrift and standards-based management into their daily work. We should develop activity plans with meticulous care, make prudent and detailed financial calculations, carry out advance budget assessments and on-site evaluations, give full play to the role of budgetary control, prevent any disconnect between budgeting and implementation as well as waste and inefficiency in execution, direct resources precisely toward key areas of serving overseas Chinese and advancing the development of the Federation, and preserve the integrity and authenticity of our work through an honest, frugal and down-to-earth work style.We should cultivate a work style marked by conscientiousness and a strong sense of responsibility. Officials of the Guangdong Provincial Federation of Returned Overseas Chinese should cherish every opportunity to serve overseas Chinese, regard their ordinary positions as a platform for making meaningful contributions, closely integrate their personal growth with the development of the Federation, and realize their own value in serving the overall national interest and the overseas Chinese community. We should cultivate the "capability" for conscientious work by diligently studying professional knowledge and honing our skills for fulfilling our duties. We must strive to become experts on the frontlines of overseas Chinese affairs and become FROC officials who are willing to work, know how to work, and can get things done. We should cultivate personal integrity by treating others with sincerity, working together through mutual support, learning from one another's strengths, remaining practical and modest, contributing more to unity and the common good while caring less about personal gain or loss, fostering a harmonious, united and enterprising working environment, striving to attain the selfless ideal of "putting aside my own well-being for the good of my people" and better fulfilling the original aspiration of serving overseas Chinese.Establishing and putting into practice a correct view of political performance is an enduring and lifelong task for Party members and officials. General Secretary Xi Jinping's important expositions on establishing and practicing a correct view of political performance provide the fundamental guidance for Party members and officials in fulfilling their duties and responsibilities in the new era.
