Yet summer brings sweltering heat and frequent downpours, creating a confluence of heightened safety hazards including drowning, traffic accidents, fires, telecom and online fraud, as well as extreme weather events, which substantially escalate the burden of student safety supervision. While schools bear responsibility for safety education, round-the-clock, uninterrupted guardianship from families remains indispensable to children’s well-being. To erect a robust safety bulwark for the vacation and ensure children spend a safe, wholesome and rewarding summer, we reiterate core guardianship protocols targeting prevalent seasonal risks. Please read this letter thoroughly, enforce all requirements stringently, and faithfully fulfil your primary legal custodial obligations.
一、紧盯溺水风险,严守防溺水生命线
Drowning ranks as the top safety threat confronting adolescents during summer. Rising water levels in rivers and ponds amid flood seasons render wild water bodies lethally treacherous, demanding unremitting vigilance against drowning risks from all guardians.
Adhere strictly to the six prohibitions on water-related activities. Remind children repeatedly never to wade in water alone or with peers, and never approach any water body without adult supervision. Steer clear of reservoirs, ditches, mountain valleys, construction puddles, viral wild swimming spots and abandoned mining pits—all high-risk zones. Never leave children unattended beside home bathtubs or private pools; maintain constant, undistracted close supervision at all times.
Abide by the four essential checks for outdoor outings: keep track of your child’s destination, companions, activities and scheduled return time, ensuring they never remain out of sight for extended periods. If you cannot accompany them temporarily, entrust custody to a reliable adult and conduct regular voice or video calls to confirm their safety.
Equip children with scientific rescue know-how. In the event of a peer falling into water, warn them against reckless diving or forming human chains to pull the victim out. They must cry out for adult assistance immediately and dial 120 for medical aid and 110 for police support.
二、规范出行行为,守住交通安全底线
Increased outdoor activities over the vacation amplify the likelihood of traffic incidents, hence parents must set exemplary standards for civilised travel.
Observe rigid age thresholds for two-wheeler riding: children under 12 are prohibited from riding bicycles on public roads, while those under 16 may not operate electric bikes. Helmets must be worn correctly when riding e-bikes or pillion riding on motorcycles. Comply fully with traffic regulations while travelling: stick to pavements as pedestrians, slow down, look both ways and confirm clear passage before crossing roads. Refrain from horseplay or phone scrolling en route, and stay clear of vehicle blind zones, residential complex gateways and parking lots. Do not board unlicensed, overloaded vehicles, agricultural tricycles or unlicensed private hire cars.
For private vehicle trips, ensure children sit in rear seats with fastened seatbelts and alight exclusively from the right-hand door; check for oncoming traffic before stepping onto the road. Parents must avoid drunk driving, fatigue driving and arbitrary lane-changing or overtaking, and yield voluntarily to pedestrians to model compliant road conduct for children. When taking public transport, queue in order and board or alight only after vehicles come to a full stop; never dart in front of or behind buses.
三、抓实居家消防与居家防护,消除家中安全隐患
Frequent electrical appliance use amid high temperatures raises risks of domestic fires, falls, poisoning and electric shocks, requiring thorough hazard inspections of all households by parents.
Avoid makeshift wiring and overloaded power sockets; cut off electricity and gas supplies when leaving home. Keep mosquito coils far from flammable fabrics such as curtains and bedding. Never charge electric bikes in stairwells, corridors or residential rooms, nor store their batteries indoors. Learn fire escape and self-rescue skills together with your children, map out household evacuation routes and hold regular simple fire drills at home. Educate children on wildfire prevention: bar them from outdoor cooking or playing with fire in mountainous areas and forbid crop straw incineration. Call 12119 promptly upon discovering any wildfire. Adhere to the three clearing and three shutting fire safety protocols for households.
Install protective railings on balconies and windows; ban children from climbing high surfaces or dropping objects from heights. Secure sharp tools, pesticides, insect repellents and disinfectants out of children’s reach to avert accidental ingestion or injury. Teach children not to insert foreign objects into their mouths, noses or ears, nor play with rope-like accessories. When children stay home alone, instruct them never to open the door for strangers, and to dismiss fabricated excuses from alleged maintenance workers, parcel couriers or parental colleagues, to guard against burglary, fraud and personal harm.
四、做好极端天气应对,防范中暑、雷击、洪涝灾害
Summer is prone to torrential rains, thunderstorms, gales and heatwaves. Parents shall monitor meteorological alerts daily and minimise outdoor trips during adverse weather.
During heavy rains, steer clear of ditches, puddles, mountain valleys and low-lying land to evade flash floods, landslides and mudslides. When thunderstorms loom, avoid lingering near water, under trees or on elevated ground; if caught in lightning, squat down with feet pressed together to minimise injury risk.
Limit outdoor activities during peak heat hours; apply sun protection and ensure adequate hydration when venturing outside. If children exhibit heatstroke symptoms including nausea, fever or irritability, move them to a cool, ventilated space for cooling immediately, and seek urgent medical attention if symptoms deteriorate.
五、重视欺凌、出游、饮食、网络、心理多维度防护
Instruct children to refrain from physical altercations or victimising peers. If invited to secluded locations or subjected to intimidation, they must decline outright and inform parents without delay. If they or their peers suffer violent bullying, preserve relevant evidence and report the incident to the police.
Check weather and road conditions in advance before travel; steer clear of overcrowded venues and undeveloped wild scenic spots. Wear life-saving gear and maintain close supervision for water-based activities such as drifting and boat rides. Memorise emergency evacuation routes upon checking into hotels. Should you sign up for study tours or summer camps, verify the organising body holds official valid qualifications and sign formal safety agreements. Equip children with location trackers in crowded venues to prevent separation.
Reject unbranded, expired or deteriorated food and avoid street food sold by unlicensed vendors. Forbid consumption of wild berries and wild mushrooms; limit cold food intake and discourage overeating. Wash hands thoroughly before meals and after using restrooms to prevent food poisoning and intestinal disorders.
Set daily time limits for electronic device use and restrict in-game top-ups and live-stream tipping. Guide children to practise healthy internet habits: refrain from sharing unsubstantiated rumours and visiting inappropriate websites. Bear in mind the three refusals and one verification anti-fraud principle: never click unfamiliar links, never trust unsolicited phone calls, never disclose personal private information, and verify all transfer requests through multiple channels. Remain vigilant against scams disguised as game rewards, brush-order schemes, customer service representatives and public security procuratorial officials. Prohibit children from adding unknown netizens online or arranging offline meetings with strangers.
Carve out quality time for companionship and communication during the vacation, listen patiently to your children’s emotions and offer more encouragement than criticism. Pay special attention to graduates sitting high school or college entrance exams, who may struggle with post-exam anxiety or excessive indulgence in leisure. Help them formulate a balanced daily schedule and cultivate a rational perspective on exam outcomes. If children display persistent low mood, irritability or other negative emotions, provide timely emotional support and consult professional psychological counsellors when necessary.
六、其他重要安全提醒


Warn children to stay away from construction sites, high-voltage transmission towers and railway lines. Bar them from entering internet cafes, bars, game arcades and other venues off-limits to minors. Discourage associations with delinquent social youths and prohibit smoking, drinking alcohol and physical fights. Impress upon children the hazards of drugs and urge complete abstinence from all controlled substances.
When children head out unaccompanied, encourage group travel along populated routes. In case of being followed or harassed by strangers, they must flee to crowded public areas to seek help. Younger primary school students shall always be escorted by parents for outdoor outings.
Deliver education on wildlife conservation concurrently: guide children to protect ecosystems and refrain from capturing or harming wild birds and fauna.
Dear parents, safety hinges on trivial details and carries paramount responsibility. A momentary lapse or split-second negligence may lead to irreversible harm.
