To consistently upgrade the capacity for maternal and child health programme administration and bolster proficiency in emergency treatment for critical obstetric and paediatric conditions, the Mei County Bureau of Health has orchestrated a suite of targeted initiatives, including special supervision tours centering on maternal and infant safety, emergency rescue drills, risk assessment forums, as well as clinical case review seminars.

On July 15, the Bureau assembled an inspection task force composed of members from the county-wide obstetric quality control panel and administrators overseeing maternal and child health programmes. Deployed to all delivery service institutions, the team conducted on-site special supervision through facility inspections, documentary reviews and oral assessments. Supervision efforts zeroed in on obstetric quality control benchmarks and the delivery of core maternal and child health initiatives.

二、召开母婴安全风险研判会

7月17日下午，眉县上半年母婴安全风险研判暨病例讨论会在县妇幼保健院二楼会议室召开。全县产儿科急救小组成员共计30余人参会。

县妇幼保健院基层保健科科长郭永莉通报上半年产科质量暨重点妇幼项目实施督导检查情况；县妇幼保健院副院长黄宁娟总结上半年母婴安全质量管理工作；组织观看出生医学证明管理警示教育片，进一步强化医护人员法律意识和责任担当。

县卫健局公卫股股长来咏湄培训安排侵害未成年人案件强制报告工作，围绕重点民生项目、早孕关爱行动、心理门诊建设、新生儿出生“一件事一次办”等强调安排。

Lai Yongmei, Chief of the Public Health Section under the County Bureau of Health, delivered a training session and issued work directives on mandatory reporting protocols for child abuse cases. She also laid out actionable arrangements covering key livelihood health programmes, early pregnancy support initiatives, psychological outpatient service development, and the streamlined one-stop service for newborn birth registration formalities.

Liu Hongke, President of the county maternal and child health hospital, put forward three core requirements: first, prioritise critical work streams and deliver targeted interventions to fully safeguard maternal and infant well-being; second, thoroughly interpret policy frameworks and standardise programme implementation to guarantee tangible outcomes; third, heighten risk awareness and uphold institutional red lines to eliminate irregular medical incidents entirely.

三、病例讨论

 随后召开病例讨论会，会上完整复盘孕期保健、筛查评估、随访管理、分娩处置、新生儿复苏、跨机构转诊全流程。与会专家围绕高危五色分级落实、早期风险识别、多学科协作、急救处置细节、医患沟通、病案文书记录等关键环节逐一剖析，梳理诊疗亮点，查摆不足，提出优化整改建议。

III. Clinical Case Review Seminar

A clinical case review session followed immediately after the forum. Participants conducted a comprehensive walkthrough of the full clinical pathway, encompassing antenatal care, risk screening and stratification, follow-up management, intrapartum intervention, neonatal resuscitation, and cross-institutional patient referral. Specialists present carried out in-depth dissection of pivotal clinical links, including the execution of the five-colour risk stratification system for high-risk pregnancies, early hazard identification, multidisciplinary collaboration, granular emergency management protocols, doctor-patient communication, and standardised medical record documentation. The panel recognised exemplary clinical practices, pinpointed existing deficiencies, and put forward targeted recommendations for optimisation and rectification.

此次母婴安全系列活动，坚持以督导促规范、以演练强实战、以评审提内涵，进一步压实了各助产机构主体责任，优化急危重症救治流程，为全县母婴安全构筑起更加坚实可靠的健康屏障。

This integrated campaign on maternal and infant safety leverages supervision to standardise clinical practices, rescue drills to sharpen frontline emergency capabilities, and clinical peer review to elevate overall service connotation. It further consolidates the primary accountability of all delivery service institutions, refines workflows for critical obstetric and paediatric emergency care, and builds a more robust, dependable safety bulwark protecting maternal and infant health across Mei County.
