In recent times, Mei County Maternal and Child Health Hospital of Baoji City has delivered solid progress across core priorities including administrative governance, work safety, project development, clinical medical services, standardized medical insurance management, and integrity hospital development. The hospital has comprehensively consolidated its maternal and child healthcare service foundation, driven high-quality institutional development through refined management, and ensured systematic, fruitful delivery of all institutional undertakings.

强化统筹管理部署，压实安全发展责任。院领导班子多次召开院长办公会、党总支委员会议，第一时间传达全县卫健系统防汛暨安全稳定工作会精神，对防汛、消防安全、生产运营稳定等工作细化部署。针对儿童保健业务发展，专门召开儿童保健部业务推进会，梳理发展思路、优化运营模式。为规范医保基金使用管理，该院开展5至6月份医保工作专项自查，明确五大工作要求，从严规范诊疗行为、强化政策学习、严控运营成本，推动妇产科业务交叉学习、流程优化、专科门诊建设，凝聚全院发展合力。

Strengthen Coordinated Governance & Deployment to Enshrine Accountability for Safe Operations

The hospital’s Party and administrative leadership convened multiple meetings of the hospital director’s office and General Party Branch Committee to promptly circulate the spirit of the county-wide health system conference on flood prevention, safety and stability. Detailed plans were rolled out covering flood control, fire safety, and stable daily operations.

A special advancement forum for the Department of Child Healthcare was held to sort out development roadmaps and optimize operational frameworks for paediatric care. To regulate the utilisation of medical insurance funds, the hospital completed a special self-inspection of medical insurance performance spanning May and June, laying down five stringent regulatory mandates: standardising clinical diagnosis and treatment practices, stepping up policy training, tightening operational cost controls, promoting cross-disciplinary learning within the Department of Obstetrics and Gynaecology, streamlining service workflows, and building specialist outpatient clinics to rally concerted institutional momentum for growth.

筑牢全域安全防线，紧盯项目建设质效。院领导带队开展多轮全域排查整治工作，一方面对院内及周边环境卫生集中清扫提质；另一方面全面排查防汛、消防、燃气、特种设备安全隐患，同时重点针对在建托育综合服务中心项目施工安全开展督导。托育中心项目二标段专题推进会顺利召开，县卫健局相关负责人参会指导，院方从项目管理、施工进度、人员履职提出十条工作要求，在审批流程、舆情管控、资金预算等方面细化管理举措，卫健部门围绕工程进度、建设质量、资金规范使用等明确硬性标准，全力保障民生托育项目高标准建设。

Build an All-Round Safety Barrier & Prioritise Quality Control in Capital Projects

Hospital executives led multiple rounds of full-site inspections and rectification drives. On one front, intensive cleaning and environmental upgrading were carried out for hospital premises and surrounding areas. On the other, exhaustive hazard screenings targeted flood defences, fire protection, gas facilities, and special pressure equipment. Special oversight was also dedicated to construction safety at the ongoing Integrated Infant Care Service Centre project.

A special forum on the second tender section of the infant care centre project was convened, attended and guided by leading officials from the County Health Bureau. The hospital put forward ten work specifications covering project administration, construction schedules, and staff performance, alongside refined governance measures for approval workflows, public opinion risk control, and capital budgeting. Health authorities set rigid benchmarks for project timeline, construction quality, and compliant fund disbursement, fully safeguarding the high-standard delivery of this livelihood-focused infant care initiative.

清廉建设纵深推进，重点业务专题研判。7月17日，县纪委监委调研组走进眉县妇幼保健院，专项调研清廉医院建设工作，县卫健局相关领导陪同调研。医院就清廉医院建设工作开展情况详细汇报，卫健部门对全县卫健系统清廉建设后续工作进行规划部署，以廉洁行医护航妇幼健康事业规范发展。同期，全县2026年上半年母婴安全风险研判会暨病例讨论会在该院举办，会议聚焦母婴安全核心工作，明确精准防控风险、规范政策落地、严守行业底线三大工作方向，牢牢守住母婴安全生命线。

Deepen Integrity Development & Conduct Special Research on Core Services

On July 17, a research delegation from the County Commission for Discipline Inspection and Supervision visited the hospital to conduct a special survey on integrity hospital construction, accompanied by senior officials of the County Health Bureau. The hospital delivered a detailed briefing on its integrity-building practices, while health authorities mapped out follow-up integrity promotion work for the county’s entire health system, leveraging ethical medical practice to regulate the sound development of maternal and child healthcare.

Concurrently, the 2026 H1 County-wide Maternal and Infant Safety Risk Assessment Forum & Case Review Session was hosted at the hospital. Centered on the paramount task of safeguarding maternal and infant safety, the conference defined three core directions: targeted risk prevention and control, rigorous policy implementation, and unwavering adherence to industry norms, firmly defending the lifeline of maternal and infant safety.

深耕医疗主业提质，优化诊疗服务能力。临床医技科室手术实力持续提升，妇科联合手术麻醉科先后完成20cm附件区囊肿腹腔镜手术、异位妊娠手术、宫腔镜病灶切除、盆底修复等多台高难度妇科手术，精准解决患者各类妇科疾病问题。医院常态化开展医疗质量巡查、新业务推广、“两癌”筛查宣传、康复学科建设指导，深入各临床病区督查患者安全、护理管理、院感防控工作，发现问题现场交办、立行立改。

Advance Core Clinical Expertise & Refine Diagnosis and Treatment Capacity

Clinical, medical and technical departments have continuously elevated surgical proficiency. Collaborating with the Department of Anaesthesiology, the Department of Gynaecology has performed a host of complex minimally invasive procedures, including laparoscopic resection of 20-centimetre adnexal cysts, ectopic pregnancy surgery, hysteroscopic lesion excision, and pelvic floor reconstructive surgery, delivering precise interventions for a full spectrum of gynaecological disorders.

The hospital regularly conducts medical quality patrols, rolls out new clinical services, organises screening and publicity campaigns for cervical and breast cancer (the “Two Cancers”), and provides guidance on rehabilitation discipline development. Inspectors conduct on-site audits of patient safety, nursing administration and hospital-acquired infection control across all clinical wards, issuing rectification orders for identified issues and enforcing immediate corrective action.

护理体系建设不断夯实，护理部组织乳腺癌典型病例护理研讨，开展护理安全、不良事件分析专题培训以及隔离衣实操教学，以案例研讨+实操培训双模式提升专科护理水平。妇科、急诊科护士长参与县域应急救援培训，全院护理应急处置能力持续升级。院感管理全程跟进，控感科对手术室手术流程、日常院感管理常态化督导检查，实现问题即时整改。

Consolidate the Nursing System & Upgrade Emergency Response Capabilities

The Nursing Department hosted case seminars on breast cancer nursing, delivered special training sessions covering nursing safety and adverse event analysis, and ran hands-on workshops on isolation gown donning and doffing. Integrating case discussion with practical drills, this dual-track model has boosted specialist nursing competencies. Head nurses from the Departments of Gynaecology and Emergency Medicine participated in county-level emergency rescue training, lifting the hospital’s overall capacity for nursing-led emergency management.

Hospital infection control remains a full-process priority: the Department of Nosocomial Infection Control conducts routine supervision and inspection of operating room workflows and general infection prevention protocols, enabling instant rectification of any detected non-compliance.

重视人才梯队培养，拓宽专业发展视野。药剂科、信息科工作人员参加全省抗菌药物临床应用监测专项培训，院长助理带队组织全科医学科、社区卫生服务骨干参与全生命周期健康管理能力提升研修学习，持续补齐专业短板，把先进诊疗、管理经验转化为服务群众的实际能力。

Prioritise Talent Ladder Cultivation & Broaden Professional Development Horizons

Staff from the Pharmacy and Information Technology Departments attended provincial-level special training on clinical antimicrobial drug surveillance. Led by the Assistant Hospital Director, a team of core practitioners from the General Practice and Community Health Services departments took part in advanced training on full-life-cycle health management. These initiatives systematically address professional capability gaps, translating state-of-the-art clinical and managerial experience into tangible, people-centred healthcare services.
