On July 21, Su Xuyang, Secretary of the Party Committee and Director of the Qishan Bureau of Education and Sports, paid an inspection visit to Qishan Senior High School and other schools to supervise and examine key summer tasks including cafeteria renovation, campus building maintenance, and holiday duty arrangements.
Director Su conducted on-site inspections of the renovation works for school cafeterias and maintenance construction sites of campus buildings. He carried out rigorous verifications of project quality, construction safety and construction schedules, reviewed duty logs and safety inspection ledgers, and gained detailed insights into the implementation of campus closed-off management, emergency information submission, and drowning prevention publicity. He pinpointed existing problems on the spot and demanded immediate rectification with closed-loop management.
Director Su put forward four requirements on site:
First, adhere firmly to the red line of construction safety, standardize operating procedures, provide heatstroke prevention and cooling supplies for construction workers, seize construction schedules under the precondition of guaranteed safety, and deliver cafeteria renovation and other projects with assured quality to ensure they are put into operation as scheduled for the autumn semester.
Second, fully enforce the 24-hour duty system with leading officials taking turns on duty, and eliminate unstaffed or understaffed shifts.
Third, optimize the layout of back-of-house facilities in line with canteen construction standards and upgrade the supervision of transparent kitchen projects.
Fourth, conduct regular inspections of potential hazards in school buildings, fire protection systems, water and electricity facilities, refine emergency response plans for severe weather, and sustain summer safety education and reminders covering drowning prevention, telecom fraud prevention and other themes.
苏旭阳还对蔡家坡部分校外培训机构进行了检查。在大森商业楼校外培训机构苏旭阳重点检查了机构办学资质、消防设施、疏散通道、监控报警设备，仔细查阅安全巡查记录，苏旭阳指出：全县所有校外培训机构一要严守安全底线，配齐消防器材，畅通逃生通道，常态化开展安全自查；二要规范办学行为，严格落实“双减”规定，规范资金监管、合同公示；三要压实主体责任，健全暑期值班、接送管理机制，确保师生安全。
Director Su also inspected a number of off-campus training institutions in Caijiapo. At the training institution located in Dasen Commercial Building, he focused on examining institutional operating qualifications, fire-fighting facilities, evacuation passages, monitoring and alarm equipment, and carefully reviewed safety inspection records.
Director Su stressed three points for all off-campus training institutions across the county:
First, strictly hold the bottom line of safety, fully equip fire-fighting equipment, keep escape routes unobstructed, and carry out regular internal safety self-inspections.
Second, standardize school-running practices, fully implement the Double Reduction policy to ease the burden of excessive homework and off-campus tutoring for students in compulsory education, and standardize fund supervision and contract publicity.
Third, consolidate the principal’s primary accountability, improve summer duty and student pickup & drop-off management mechanisms, and guarantee the safety of teachers and students.
7月20日，白娟副局长带队前往城关小学、城关幼儿园暑期维修改造施工现场，西机学校教学楼建设项目工地，开展工程质量、安全生产专项检查并提出具体要求：第一，强化高温防护措施，施工单位配齐防暑降温物资，科学调整施工时段、避开正午高温时段作业，切实维护施工人员生命健康；第二，筑牢工程质量防线，建立进场材料常态化验收机制，逐项核查建材指标，从源头把控施工品质；第三，压实安全生产责任，规范动火作业管理，严格执行作业报备制度，杜绝违规操作。统筹抓好安全、质量、进度各项工作，确保各项建设任务如期竣工交付。
Third, consolidate work safety accountability, standardize hot work management, strictly implement the construction work reporting system, and prohibit irregular operations. All parties shall coordinate the management of safety, quality and progress to ensure all construction projects are completed and handed over on schedule.
