Strengthen Administrative and Safety Management to Consolidate the Foundation for Hospital Development

近期，眉县妇幼保健院聚焦安全生产、防汛防灾、财务医保、对口帮扶、专项学习等重点工作，常态化开展督导检查、学习培训与隐患排查，全方位夯实院内管理体系，规范运营服务秩序。防汛安全方面，7 月 27 日至 31 日期间，多位院领导带队轮番开展汛期专项排查工作，重点巡查院内排水管网、施工工地、基坑等关键区域，逐项排查防汛安全隐患、疏通排水通路，全面落实汛期安全防控举措，坚决防范汛期安全事故发生。

Recently, Meixian Maternal and Child Health Hospital has prioritized key tasks including work safety, flood prevention and disaster mitigation, finance and medical insurance administration, paired assistance, and special training. The hospital has carried out regular supervision, training, and hazard inspections to comprehensively improve its internal management system and standardize operational procedures. In terms of flood control, multiple hospital leaders led successive special flood risk inspections between July 27 and 31. Inspectors focused on critical areas such as indoor drainage pipe networks, construction sites and foundation pits, identified potential flood hazards one by one, and cleared drainage passages. These rigorous flood prevention measures were implemented to forestall flood-related safety incidents.

外出学习与帮扶工作有序推进，7 月 27 日至 28 日，刘院长赴山东济南章丘参加国家卫健委妇幼司举办的 2026 年全国妇幼保健机构管理（第一期）培训班，学习国家政策规划和优秀妇幼的先进经验。28 日、29 日两次参观章丘区妇幼保健院，重点了解妇产儿保健与临床业务融合发展、中医特色专科、两癌筛查日常管理召回、信息化建设、运营管理和绩效考核等方面成功经验，为医院突破发展瓶颈、提质增效探索可复制、可落地的新思路与新路径。7 月 29 日，刘院长带队走访慰问郝口坡村驻村干部，深入调研乡村帮扶工作开展情况，扎实推进定点帮扶工作走深走实。

Efforts in external training and paired assistance forged ahead steadily. From July 27 to 28, President Liu attended the First National Training Program for Maternal and Child Health Institution Administrators in Zhangqiu, Jinan, Shandong Province, hosted by the Department of Maternal and Child Health of the National Health Commission. He studied national policy frameworks and advanced practices from benchmark maternal and child health facilities.
On July 28 and 29, President Liu paid two field visits to Zhangqiu District Maternal and Child Health Hospital. He focused on exploring successful practices covering integrated clinical and preventive services for women, obstetrics and paediatrics, characteristic traditional Chinese medicine departments, routine management and recall mechanisms for cervical and breast cancer screening, information system development, operational administration, and performance appraisal. The learning tour provided replicable and actionable ideas for the hospital to overcome development bottlenecks and advance quality improvement.
On July 29, President Liu led a team to offer condolences to village resident cadres stationed in Haokoupo Village and conduct research on paired assistance work, facilitating further implementation of targeted rural support initiatives.

专项督查与内部管控扎实落地。7 月 29 日，健康共同体总院汪文琴总会计师带队莅临眉县妇幼保健院，专项检查指导年度公共卫生项目资金使用情况，规范资金使用管理。同日，副院长张敏娟牵头开展财务医保专项抽查，针对医保报销支出、收费室收支结算等关键环节开展督查，并开展财务制度专项培训，重申工作纪律与服务规范。7 月 30 日至 31 日，各级消防督查力量先后来院开展消防安全专项检查，县消防大队开展日常安全巡查，省市消防安全委员会督查组开展全方位督导排查，聚焦消防管理制度、动火作业管控、建筑消防风险、火警监控系统等重点领域，实地排查风险漏洞、现场反馈问题、点对点开展业务指导，明确整改标准与时限，压紧压实医院安全生产主体责任，筑牢消防安全防线，县政府副县长任博及相关部门负责人陪同督查。

Special inspections and internal regulation were vigorously advanced. On July 29, Chief Accountant Wang Wenqin from the General Hospital of the Health Community led a team to the hospital to inspect and guide the utilization of 2026 public health project funds, promoting standardized fund management. On the same day, Vice President Zhang Minjuan organized random inspections focusing on medical insurance reimbursement, payment and refund procedures, and daily settlement in the billing office. She delivered special training on financial regulations and reiterated codes of conduct and service standards for relevant staff.
From July 30 to 31, multiple fire safety inspection teams visited the hospital successively. The County Fire Brigade conducted routine inspections, while the inspection group of the Provincial and Municipal Fire Safety Committee carried out all-round audits. The inspection covered fire safety administration, standardized hot work control, risk prevention of building thermal insulation materials, fire alarm monitoring and other key domains. Inspectors conducted on-site investigations to identify risks and loopholes, delivered on-site feedback, provided targeted professional guidance, clarified rectification criteria and deadlines. These measures pushed the hospital to fully assume its primary responsibility for work safety and reinforce fire safety lines of defence. Relevant officials from the County Government accompanied the inspection led by Deputy County Magistrate Ren Bo.

此外，院领导班子同步开展院内防汛风险点位复盘排查，现场督办整改各类隐患问题。8 月 1 日，院领导带队开展全域汛期安全检查，细化巡查社区排水管网、防汛物资储备、污水处理设施运行等细节，全面筑牢汛期安全屏障。

Meanwhile, the hospital leadership team reviewed flood risk locations, inspected hidden dangers, and arranged for on-site rectification of identified problems. On August 1, hospital leaders conducted comprehensive flood safety inspections, carefully examining community drainage networks, flood control material reserves and the operation of sewage treatment facilities to bolster overall flood resilience.

二、精进临床医疗服务，提升诊疗救治水平

Refine Clinical Medical Services and Upgrade Diagnosis and Treatment Capacity

近期，医院各临床科室深耕诊疗业务、精进医疗技术、强化应急处置、深化医联体建设，同步开展健康宣教与基层帮扶，持续优化医疗服务质量，提升群众就医获得感。外科诊疗技术稳步提升，乳腺科联合超声科持续开展各类乳腺疾病微创及常规手术，先后顺利完成多例乳腺包块切除术、乳腺结节微创旋切术、双侧乳腺结节微创手术，同时在上级专家指导下开展乳腺导管切除、乳腺包块穿刺活检等特色手术，诊疗范围与技术水平持续拓展。药剂科同步跟进开展专项督导，规范乳腺科围手术期抗菌药物使用，并解读最新医保药品目录，推动临床合理用药、规范医保诊疗服务。

In recent times, clinical departments have strived to advance diagnosis and treatment technologies, strengthen emergency response capabilities, deepen medical consortium cooperation, and roll out health education and grassroots capacity-building programmes. Continuous efforts have been made to optimize medical services and enhance patients’ sense of gain. Surgical capabilities have witnessed steady progress. Cooperating with the Ultrasound Department, the Breast Department has performed a series of routine and minimally invasive procedures for breast disorders, including multiple breast mass resections, minimally invasive vacuum-assisted breast biopsy surgeries for single and bilateral breast nodules. With guidance from senior experts, the department has also carried out advanced procedures such as breast duct resection and breast mass puncture biopsy, expanding the scope of available treatments. The Pharmacy Department conducted targeted supervision to standardize the rational use of antibiotics for perioperative breast patients and interpreted the 2025 National Reimbursement Drug List to promote rational medication and standardized medical insurance practice in clinical settings.

急危重症救治能力持续强化。7 月 28 日，医院新生儿抢救团队快速响应、精准处置，成功救治一名宫内发育畸形并发呼吸衰竭的高危试管新生儿，通过紧急插管、正压通气、全程监护等专业操作，安全完成患儿转运救治工作。7 月 29 日，手麻科、产房、产科、新生儿科联合开展脐带脱垂应急抢救演练及复盘实训，梳理抢救工作薄弱环节，细化物资管理、预案落实、人员培训等工作，全面提升全院急危重症协同救治能力。8 月 1 日，妇科联合手麻科紧急开展急诊手术，成功为异位妊娠、腹腔内出血患者实施腹腔镜左侧输卵管切除术，高效处置突发急症。同时，妇科、手麻科密切协作，顺利完成重度子宫脱垂患者腹腔镜全子宫及双侧附件切除手术，精准开展复杂妇科疾病诊疗。

The capacity to manage critically ill patients has been continuously enhanced. On July 28, the hospital’s neonatal emergency team delivered prompt and precise intervention for a high-risk infant conceived via third-generation IVF, who suffered from respiratory failure complicated by intrauterine malformation. Through emergency endotracheal intubation, positive pressure ventilation and continuous close monitoring, the infant was safely transferred to the Neonatology Department of Baoji Maternal and Child Health Hospital.
On July 29, the Department of Anesthesiology, Delivery Ward, Obstetrics Department and Neonatology jointly organized an emergency drill and follow-up review for umbilical cord prolapse. Participants identified weaknesses in emergency protocols, and refined material management, protocol mastery and staff training, aiming to strengthen interdisciplinary coordination in rescuing critically ill patients. On August 1, cooperating with the Department of Anesthesiology, the Obstetrics Department performed an emergency laparoscopic left salpingectomy on a patient with ectopic pregnancy complicated by intra-abdominal haemorrhage. Previously, the two departments collaborated to complete laparoscopic total hysterectomy plus bilateral adnexectomy for a patient with severe uterine prolapse, enabling effective treatment for complex gynaecological conditions.

公益服务与基层赋能常态化开展。7 月 28 日，医院依托辖区征兵体检初筛工作，面向群众普及中医理疗、两癌筛查等惠民医疗项目，切实推进便民医疗服务。同日，医院孕妇学校针对性开展妊娠期糖尿病专项健康宣教，通过饮食、运动指导帮助孕妈科学管控孕期健康。7 月 29 日，儿科医师下沉乡镇卫生院，开展小儿急危重症早期识别与处置专题讲座，助力基层医疗服务能力提升。

Public welfare services and grassroots capacity building were carried out on a regular basis. On July 28, taking advantage of preliminary military recruitment physical examinations in the Shoushan neighbourhood, Vice President Huang Ningjun promoted hospital services including community TCM physiotherapy and the cervical and breast cancer screening programme to local residents. On the same day, the Pregnant Women School delivered health education on diet and exercise management for mothers-to-be with gestational diabetes mellitus. On July 29, Dr. Wang Pan from the Paediatrics Department delivered a lecture on early recognition and management of paediatric critical illnesses at the Yingtou Town Health Centre to boost grassroots medical service capacity.

行业协作与内部质控同步深化。7 月 28 日，西安医学院第一附属医院莅临医院开展医联体协作座谈及签约仪式，深化医联体合作机制，搭建优质医疗资源共享平台。7 月 29 日，院领导牵头开展全院临床质控查房，全面梳理医疗、护理、院感、依法执业、医保整改等重点工作，细化整改措施、明确整改时限，常态化规范临床诊疗秩序。7 月 31 日，医保科针对市级医保督查反馈问题，逐项核查整改落实情况，建立台账、实行销号管理，确保医保政策规范落地。8 月 1 日，儿童康复科开展家长专项培训，普及儿童基础社交干预与回合式教育知识，精准赋能特殊儿童家庭康复护理。

Industry collaboration and internal clinical quality control were further promoted. On July 28, a delegation led by President Yu Zhaoxiang from the First Affiliated Hospital of Xi’an Medical University visited the hospital for a medical consortium symposium and signing ceremony, which deepened partnership mechanisms and built a platform for sharing high-quality medical resources. On July 29, hospital leaders led ward rounds across outpatient and inpatient departments. They reviewed issues concerning medical practice, nursing services, hospital infection control, legal practice and rectification tasks raised in medical insurance inspections, formulated corrective measures and set clear deadlines to standardize clinical practice. On July 31, the Medical Insurance Department verified rectification progress item by item in response to feedback from the municipal-level inspection on the Neonatology Department. A tracking ledger was established to ensure closed-loop rectification, facilitating compliant implementation of medical insurance policies. On August 1, the Child Rehabilitation Department hosted a training session for guardians, introducing basic social communication theories and discrete trial teaching, supporting families with children in need of rehabilitation.

三、温情服务暖人心，医患同心传温情

优质的医疗服务与暖心的医患温情持续在院内传递，近期多名医护人员凭借专业的诊疗技术与贴心的服务态度，收获患者及家属的高度认可与诚挚致谢。7 月 27 日，产科主任、新生儿科医护团队分别收到患者赠送的鲜花与锦旗；7 月 30 日，妇产科全体医护人员收获患者赠送的两面锦旗及手工礼品，质朴的致谢信物，既是患者对医院医疗服务质量的充分肯定，也是全院医护人员坚守初心、用心服务的最好见证。（王斌 王三周）

Recently, multiple medical teams have earned high recognition and sincere gratitude from patients and their families through professional treatment and thoughtful care. On July 27, the Director of the Obstetrics Department received a bouquet of flowers, while the Neonatology Department was presented with a silk banner and flowers. On July 30, the Obstetrics and Gynaecology Department received two silk banners and two handcrafted works from patients. These simple tokens of appreciation fully affirm the hospital’s service quality and inspire all medical staff to stay committed to delivering patient-centred care.
