High‑level Planning and Forceful Advancement: A Livelihood‑oriented Popular‑Science Project Takes Root

岐山县科技馆坐落于凤鸣镇创业路西段凤鸣文化产业园“岐山会客厅”，采取“企建公助、购买服务”创新建设模式，由岐山县科学技术协会牵头统筹协调，联合宝鸡华泰隆置业有限公司共同打造。2025年6月，岐山县政府常务会议审议通过科技馆建设方案；随后，县科协与建设方正式签订合作协议，项目全面启动。建设期间，县委、县政府高度重视，始终把科技馆建设摆在民生工程、公共服务提质的突出位置，县委书记张军辉多次深入施工现场，实地查看场地规划、功能布局、展品布设、运营方案，现场协调解决项目建设中的难点堵点问题，要求项目坚持高标准定位、高质量建设，立足群众需求科学规划功能板块，预留长远发展空间，着力打造群众喜爱、寓教于乐的现代化科普阵地，为项目高标准建设、高质量落地指明方向、压实责任。

Qishan County Science and Technology Museum is situated in the “Qishan Reception Hall” of Fengming Cultural Industrial Park, West Chuangye Road, Fengming Town. It adopts an innovative development model of “enterprise‑led construction with public support plus service procurement”. Led and coordinated by the Qishan County Association for Science and Technology (CAST), the project is jointly developed by Baoji Hualulong Real Estate Co., Ltd.

In June 2025, the executive meeting of the Qishan County People’s Government reviewed and approved the museum construction plan. The County CAST then formally signed a cooperation agreement with the developer, marking the full launch of the project. During construction, the CPC Qishan County Committee and Qishan County People’s Government attached high priority to the project, ranking it high among livelihood‑improvement projects and initiatives for better public services. Zhang Junhui, Secretary of the CPC Qishan County Committee, made multiple site visits to inspect site planning, functional zoning, exhibit arrangement and operation schemes. He coordinated on‑the‑spot solutions to bottlenecks in project delivery, and required the project to adhere to high‑standard positioning and high‑quality construction. Functions shall be scientifically planned based on public needs, with room reserved for long‑term development. The museum shall be built into a modern popular‑science venue loved by the public that integrates education with entertainment. His instructions defined the orientation and consolidated accountability for high‑standard construction and high‑quality delivery.

县长马建刚聚焦场馆后续长远发展，多次开展现场指导，围绕运行机制建立、人员队伍配置等关键环节提出具体要求。县人大常委会全程赋能、全力支持，切实发挥监督支持职能。县人大常委会主任王辉多次深入项目一线督导检查，叮嘱相关单位压实责任、丰富科普内容，健全长效运维机制，做实做好这项民生工程。2026年6月，宝鸡市科协调研组莅临场馆调研指导，对项目建设成效给予充分肯定，为场馆优化提升指明方向。

Ma Jiangang, County Magistrate, focused on the venue’s long‑term prospects and offered repeated on‑site guidance, putting forward concrete requirements for key links such as operation mechanism establishment and staffing allocation. The Standing Committee of the Qishan County People’s Congress provided full‑process support, giving full play to its oversight function. Wang Hui, Director of the Standing Committee of the Qishan County People’s Congress, conducted multiple on‑site inspections. He urged relevant departments to enforce accountability, enrich popular‑science content, improve long‑term operation‑maintenance mechanisms, and deliver this livelihood‑oriented project with solid outcomes.

In June 2026, a research group from Baoji Municipal CAST visited the venue for investigation and guidance. It fully recognized the project’s construction outcomes and offered directions for venue optimization.

Following sustained arduous efforts, Qishan County Science and Technology Museum was completed and put into trial operation in mid‑June 2026. With a total investment of 5.42 million RMB and an exhibition‑education area of 2,000 square meters, it is a Class‑III comprehensive county‑level science‑and‑technology museum. Its completion and commissioning has historically filled the gap in high‑end public popular‑science facilities in Qishan County, improved urban public‑service functions, and become a vital platform for enhancing local citizens’ scientific literacy and fostering youth science‑and‑technology education. Three core exhibition zones and multiple featured experience areas are elaborately planned. Exhibits balance scientific rigor, interactivity and fun, achieving genuine “touchable, operable and experiential” engagement. Breaking the confines of textbook theories, it renders abstract scientific principles intuitive and vivid.

A social‑practice team from the School of Engineering, Xi’an Siyuan University travelled to Qishan to organize science‑popularization tutoring and study tours for rural adolescents. The Huochezhan Community of Caijiapo Town brought summer‑class students to the museum for the themed event “Children Explore Science, Popular‑Science Builds the Future”. Children gathered around the quadruped robotic dog, manipulated basic‑science exhibits, experienced virtual scenarios in the XR theater, and were inspired by aerospace models and somatosensory science games.
