8月24日至8月30日，眉县妇保院紧扣医疗提质、安全维稳、服务增效工作主线，统筹推进项目建设、后勤保障、信息化运维、临床救治、院感防控、公益服务等一系列重点工作。全院上下各司其职、联动协作，刘院长统筹全局、靠前部署，副院长黄宁娟一线督导、抓实落地，工会主席王斌立足岗位、履职尽责，各科室精准对标工作要求，扎实完成各项阶段性任务，以严实作风筑牢医疗安全防线、提升便民服务质效，持续守护辖区群众身心健康。

一、深耕精细管理，筑牢发展保障根基

眉县妇保院持续深化精细化管理模式，紧盯工程建设、安全生产、智慧医疗、后勤服务等关键领域，补短板、强弱项、提质效，全方位夯实医院高质量发展根基。
项目建设与后勤攻坚提速增效。院主要领导多次深入院内两大施工标段，实地核查工程建设安全、施工质量与推进进度，针对施工短板现场研判、现场部署，明确工作标准与时间节点，督促项目按计划有序推进。针对施工现场电力故障、电缆隐患等突发问题，院领导现场调度，要求施工团队加班加点、闭环整改，全力保障工程顺利推进。期间，工会主席王斌牵头带领总务科工作人员加班作业，顺利完成门诊楼照明电接驳工作，保障门诊诊疗用电安全。同时，总务科常态化开展院内防汛安全隐患排查，全方位筑牢医院后勤安全防护网。
智慧医疗建设走深走实。为规范云妇幼系统常态化应用、顺利完成年度考核任务，刘院长牵头组织专题研讨会议，深入解读云妇幼系统考核方案，全面梳理各科室系统使用中的堵点、难点问题，精准制定优化整改举措。随后，副院长黄宁娟带领保健科团队，联合云妇幼系统工程师下沉临床一线，对妇科、两癌筛查室、孕期保健门诊、中医科、儿保科、儿童康复科、妇产科住院部、皮肤美容科、全科、口腔科、康复中心、母婴护理中心、儿科门诊等科室开展全覆盖实操指导，规范操作流程、解答使用疑问，有效提升医护人员信息化操作能力。后续，刘院长再次组织专题会议，汇总系统运行问题、细化改进措施，持续推动医院信息化服务规范化、标准化发展。

安全值守严实到位，专项培训与公益服务同步推进。8月27日，带班领导副院长黄宁娟联合总值班、总务科及项目部工作人员，对施工现场开展专项巡查，重点强调施工安全规范，压实安全生产责任，杜绝安全事故发生。同时，眉县妇保院注重专科能力提升，选派放射科骨干医师闫雪参加全省乳腺钼靶专项培训，组织医疗美容科团队参与陕西省整形美容质控中心2026“美感”规范化诊疗培训，以高水平专项学习赋能专科诊疗提质。此外，眉县妇保院主动扛起公益责任，圆满完成职教中心新生体检保障任务，并成功承办全县2026年托幼机构卫生保健暨五健促进行动培训会，切实发挥县域龙头医疗机构示范引领作用。

二、精进医疗业务，夯实诊疗服务能力
眉县妇保院始终坚守以患者为中心的服务理念，聚焦医疗质量、护理安全、院感防控、专科建设、公益服务等核心工作，由副院长黄宁娟牵头统筹全院医疗安全与业务提升工作，常态化深入一线督导检查，从严从细排查各类隐患，持续精进诊疗技术、优化服务流程。
临床精准诊疗能力持续提升。各临床科室精进医术、攻坚克难，高效完成多例疑难常规及急诊手术。乳腺科依托B超室精准辅助，连续开展多例精细化手术，顺利完成乳腺包块切除术、乳腺结节微创旋切术、乳腺包块穿刺活检术、同侧腋窝淋巴结穿刺活检术等多类手术，精准高效为患者解除病痛。8月29日，妇科联合手麻科紧急开展急诊救治，成功为异位妊娠合并腹腔内出血患者实施腹腔镜右侧输卵管切除术，凭借快速响应、精准施治的诊疗能力，成功挽救患者生命，充分彰显眉县妇保院急危重症救治水平。

安全防控全面覆盖、常态长效。针对夏季蚊虫高发特点，副院长黄宁娟提前部署、专项调度，带队深入各病区、门诊，全面排查隐翅虫等蚊虫滋生区域，溯源排查虫源、细化防控举措。总务科联合保洁公司迅速落实消杀工作，对全院外围排水地漏、排水坑、垃圾桶、污梯口等重点区域开展全方位药物喷洒消杀，彻底清除蚊虫滋生隐患，筑牢安全舒适的就医环境。同时，为严守医保基金安全底线，医保科组织乳腺科、新生儿科、儿科等科室，专题学习《陕西省医疗保障基金监管常见违规问题汇编（3.0版）》，常态化规范诊疗收费行为，规避医保违规风险。

人才培育赋能队伍提质。护理部坚持以学促干、以训提能，常态化开展系统化护理培训，组织全院护理人员学习《护士职业压力与情绪管理》《常见临床护理操作技术并发症》等专业知识，同步开展各类注射操作、动脉采血等实操示教，要求各科室后续常态化复训，确保全员熟练掌握、规范操作。同时聚焦专科护理难点，组织儿科护士长、护理骨干及产房小组长开展新生儿疑似脓毒血症专题护理查房，以专科查房夯实重症护理能力，持续提升整体护理服务质量。
公益便民服务暖心落地。预防接种科主动下沉基层，积极开展HPV疫苗接种宣传动员工作，普及健康科普知识，提升群众疫苗接种知晓率与参与度。面对疫苗接种高峰压力，8月29日，副院长黄宁娟统筹调度医务科、护理部、办公室、财务科多科室人员增援接种一线，全力维护现场秩序、做好预约登记、解答群众咨询，保障预防接种工作平稳、高效、有序开展。同时，儿科吴睿主动推广科室中医推拿特色业务，现场为儿童提供推拿体验服务，让群众在家门口享受优质、便捷的特色医疗服务。

三、温情医患同心，定格暖心医者初心
医者有温度，服务有情怀。8月28日，眉县妇保院乳腺科凭借精湛的诊疗技术、严谨细致的诊疗态度和贴心周到的术后服务，收获患者赠送的锦旗一面。一面锦旗，是患者及家属对医护人员工作的高度认可，更是医患双向奔赴、温情相伴的生动缩影。下一步，眉县妇保院将在院领导班子的带领下，持续坚守医者初心、深耕医疗服务、精进诊疗本领，以更严谨的作风、更优质的服务守护群众生命健康，书写新时代基层医疗的责任与担当。

From August 24 to 30, Mei County Maternal and Child Health Hospital advanced high-quality medical services, safety stabilization and service efficiency improvement as its core priorities. The hospital coordinated progress in project construction, logistical support, information system operation, clinical treatment, nosocomial infection prevention and public welfare services. All departments collaborated closely under the overall deployment of President Liu, with Vice President Huang Ningjuan conducting frontline supervision and rigorous implementation, and Wang Bin, Chairman of the Trade Union, delivering solid on-duty performance. All departments fulfilled their phased tasks with rigorous work ethics, further consolidating the hospital’s medical safety barrier, improving public service quality, and protecting the physical and mental health of local residents.

I. Refined Management to Consolidate Fundamental Support for High-quality Development
The hospital has continuously optimized refined management mechanisms, focusing on key areas including project construction, work safety, smart medical development and logistical services to address shortcomings, strengthen weak links and boost overall efficiency, thereby laying a solid foundation for sustainable high-quality development.

Accelerated progress in project construction and logistical support. Leading officials of the hospital conducted frequent on-site inspections at the two construction sections to examine construction safety, engineering quality and project progress. They delivered on-site guidance and clarified unified work standards and time schedules to ensure steady project advancement. In response to sudden power failures and cable hazards at the construction site, hospital leaders arranged immediate on-site coordination, requiring intensified construction efforts and closed-loop rectification to guarantee unimpeded project progress. During this period, Wang Bin, Chairman of the Trade Union, led staff from the General Affairs Department to work overtime and successfully complete the power connection for outpatient building lighting, ensuring stable power supply for clinical services. Meanwhile, the General Affairs Department conducted regular inspections on flood prevention safety, comprehensively reinforcing the hospital’s logistical safety defense system.

In-depth advancement of smart medical development. To standardize the routine application of the Maternal and Child Health Information System and ensure satisfactory annual assessment results, President Liu presided over special seminars to interpret assessment criteria, identify operational bottlenecks across departments, and formulate targeted optimization and rectification measures. Subsequently, Vice President Huang Ningjuan led the Health Care Department team and system engineers to provide full-coverage operational guidance for multiple departments, including the Gynecology Department, Cervical and Breast Cancer Screening Clinic, Pregnancy Health Care Clinic, Traditional Chinese Medicine Department, Child Health Care Department, Child Rehabilitation Department, inpatient wards of Obstetrics and Gynecology, Medical Aesthetics Department, General Practice, Stomatology Department, Rehabilitation Center, Maternal and Infant Care Center and Pediatric Outpatient Department. The guidance standardized operational procedures and resolved practical problems, effectively improving staff’s information-based service capabilities. President Liu held further follow-up meetings to summarize system operational issues and refine improvement strategies, promoting standardized and normalized development of the hospital’s smart medical services.

Solid safety supervision and integrated development of professional training and public welfare services. On August 27, Vice President Huang Ningjuan, on duty as the leading official, conducted site inspections together with on-duty administrators, General Affairs Department staff and project team members. She emphasized standardized construction procedures and strict implementation of work safety responsibilities to eliminate potential safety risks. To enhance specialized diagnosis and treatment capabilities, the hospital sent Yan Xue, a key physician from the Radiology Department, to participate in the provincial mammography training program, and organized the Medical Aesthetics Department to attend the 2026 Provincial Standardized Diagnosis and Treatment Training on Aesthetic Plastic Surgery. The hospital also actively fulfilled public welfare responsibilities, successfully completing physical examination services for fresh students at the Vocational Education Center and hosting the county-level 2026 training session on nursery and kindergarten health care as well as health promotion initiatives, demonstrating its leading role as a county-level key medical institution.

II. Advancing Clinical Practice to Empower High-quality Medical Services
Adhering to the patient-centered service philosophy, Mei County Maternal and Child Health Hospital has focused on medical quality management, nursing safety, nosocomial infection control, specialized discipline development and public welfare services. Under the overall coordination of Vice President Huang Ningjuan, the hospital has conducted regular frontline inspections, eliminated potential risks in a meticulous manner, and consistently improved clinical diagnosis and treatment techniques as well as service procedures.

Continuous improvement in precise clinical diagnosis and treatment. Clinical departments have overcome difficulties and delivered efficient treatment for multiple complex routine and emergency cases. With precise ultrasonic support from the Ultrasound Department, the Breast Surgery Department successfully performed a series of sophisticated operations, including breast mass resection, minimally invasive vacuum-assisted breast lesion excision, breast mass puncture biopsy, and ipsilateral axillary lymph node puncture biopsy, relieving patients’ illnesses accurately and efficiently. On August 29, with the coordination of the Anesthesiology Department, the Gynecology Department completed an emergency laparoscopic right salpingectomy for a patient with ectopic pregnancy complicated by intra-abdominal hemorrhage. The rapid response and precise treatment saved the patient’s life, fully demonstrating the hospital’s strong capacity in emergency and critical care management.

Comprehensive and normalized safety prevention and control. In response to the high incidence of summer insect infestation, Vice President Huang Ningjuan arranged targeted prevention and control work, conducting thorough inspections of insect breeding areas in outpatient and inpatient departments to trace insect sources and formulate targeted prevention measures. The General Affairs Department and property management team carried out comprehensive pesticide disinfection on key areas such as outdoor floor drains, drainage pits, garbage bins and elevator exits, completely eliminating insect breeding risks and building a safe and comfortable medical environment. To strictly safeguard medical insurance fund security, the Medical Insurance Department organized staff from the Breast Surgery Department, Neonatology Department and Pediatrics Department to study the Compilation of Common Violations in Medical Insurance Fund Supervision (Version 3.0), standardizing diagnosis and charging behaviors and effectively preventing medical insurance compliance risks.

Talent cultivation boosting team professionalism. The Nursing Department adhered to the principle of improving capabilities through systematic training. It organized special training sessions on Nurses’ Occupational Stress and Emotion Management and Complications of Common Clinical Nursing Operations, together with practical demonstrations of various injection techniques and arterial blood collection. Regular departmental retraining was required to ensure full mastery and standardized operation among all nursing staff. Targeting difficult pediatric nursing scenarios, the department organized specialized nursing rounds on suspected neonatal sepsis, strengthening critical nursing capabilities and upgrading overall nursing service quality.

Warm-hearted public welfare services delivered to the public. The Vaccination Department took the initiative to carry out grassroots publicity and mobilization for HPV vaccination, popularizing health knowledge and raising public awareness and participation. Facing peak vaccination pressure on August 29, Vice President Huang Ningjuan coordinated staff from the Medical Affairs Department, Nursing Department, Administrative Office and Finance Department to support frontline vaccination work, maintaining on-site order, completing appointment registration and answering public inquiries to ensure smooth and efficient vaccination services. Meanwhile, Wu Rui from the Pediatrics Department actively promoted the department’s characteristic pediatric tuina therapy and provided on-site tuina experience services for children, delivering convenient and high-quality specialized medical services to local families.

III. Warm Doctor-patient Bond Embodies Original Medical Aspirations
Medical services convey professionalism and warmth. On August 28, the Breast Surgery Department of Mei County Maternal and Child Health Hospital received a silk banner of gratitude from a patient, in recognition of its exquisite diagnosis and treatment skills, rigorous medical attitude and thoughtful postoperative care. The banner serves as vivid testimony to the sincere trust between patients and medical staff.
